meetMED Finance Navigator

The meetMED Finance Navigator is both a web-based tool and accompanying funding guide, developed under the EU-funded meetMED project and implemented by MEDENER in partnership with the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). The report explains both the conceptual framework and the practical content behind the Finance Navigator, which aims to support the development of bankable energy efficiency projects, with a particular focus on energy-efficient buildings and appliances in the Southern and Eastern Mediterranean region.

Individuals, SMEs, municipalities, and local communities that aim to develop or own energy efficiency projects often struggle to identify suitable financing mechanisms. Existing information is typically scattered across multiple institutions and sources, with complex eligibility criteria and application procedures that require significant expertise to navigate. The meetMED Finance Navigator responds to this challenge by consolidating financing information into a single, structured, and user-friendly digital platform.

At its launch, the platform features a curated database covering 21 national, local, and international funds, as well as 36 financing mechanisms across eight countries: Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia. These include national energy efficiency funds, local financial institutions, international funds, International Financial Institutions (IFIs), and United Nations programmes. The database is designed to be dynamic, with new funds and mechanisms added as they emerge, ensuring long-term relevance and reliability.

A key strength of the Finance Navigator lies in its advanced yet simple search functionality. Users can identify the most suitable financing mechanism by responding to between one and ten targeted criteria, allowing them to quickly narrow down options that match their project type, sector, beneficiary profile, and technology focus. Once a suitable mechanism is selected, all essential details—such as eligibility conditions, financing instruments, application steps, and contact points—are presented on a single page. This information can be downloaded as a PDF, shared via QR code, or used to directly contact the financing provider through the platform .

Recognizing that financing programmes are subject to funding cycles and policy changes, the platform also clearly indicates the status of each fund or mechanism, specifying whether it is active, pending launch, on hold, or completed. This feature helps users avoid wasted effort and supports informed financial planning.

Beyond mapping finance options, the Finance Navigator also functions as a knowledge and guidance hub. It provides simplified explanations of green finance concepts, decentralized energy financing approaches, financing frameworks, incentives for energy efficiency, and best practices for preparing bankable projects. Success stories are included to demonstrate practical implementation and inspire project developers. Overall, the meetMED Finance Navigator serves as a critical enabling tool to accelerate energy efficiency investments and support climate and energy transition goals across the Mediterranean region.
