Sultan Turut Balioğlu

Sultan Turut Balioğlu is an energy expert focusing on industrial decarbonisation and electrification. She is the founder of Atlas Noya Energy Investments Inc., where she leads “Carbon-End Project,” a venture-backed initiative aiming to transition industrial sectors to renewable electricity. In this role, she develops data-driven decision support platforms that integrate energy modelling with renewable supply, making carbon reduction measurable and scalable for industries navigating decarbonisation and specifically the EU Carbon Border Adjustment Mechanism (CBAM).

Prior to establishing Atlas Noya, she served as a Senior Energy Expert at the Energy Market Regulatory Authority (EMRA) in Türkiye for 17 years. There, she played a pivotal role in shaping regulatory frameworks and assessing wind and solar projects colocated with storage facilities during a critical period of renewable expansion.

As an EU Jean Monnet Scholar, she holds an LL.M. in Energy Transition with distinction from the University of Aberdeen, alongside bachelor’s degrees in Law from Hacettepe University and Economics from Istanbul University.
