California Approves Autonomous Heavy-Duty Trucks on Public Roads

California has significantly broadened its self-driving vehicle program by officially authorizing autonomous heavy-duty trucks to test on public roadways. Lifting its long-standing moratorium on vehicles weighing over 10,000 pounds, the state administration issued its first commercial testing permits to Aurora Innovation and Kodiak AI. Under current regulatory mandates, a certified safety driver must remain behind the wheel at all times during trials, allowing the companies to relocate and expand critical technology development programs directly within state borders.

State regulators cleared the path for heavy-duty testing by updating the Department of Motor Vehicles (DMV) autonomous vehicle framework on April 28. To secure testing credentials, companies such as Aurora and Kodiak were required to satisfy rigorous safety criteria, including detailed operational safety protocols, extensive liability insurance verifications, vehicle registrations, and specialized safety driver certifications. Kodiak has already launched road tests with a small fleet of class 8 trucks operating around its Mountain View headquarters.

Under the framework, specific operational conditions apply to the testing of heavy autonomous vehicles. For safety reasons, testing is generally restricted on streets where the posted speed limit is 25 mph or lower, with exceptions granted only for vehicles taking direct routes between designated operational hubs. These guardrails aim to ensure the systems are evaluated under appropriate real-world traffic conditions while upholding public highway safety.

For both companies, obtaining these permits marks a key milestone, enabling them to validate complex autonomous systems in their home state. Previously driven to states such as Texas due to California’s vehicle weight restrictions, both developers can now refine and advance their autonomous trucking software against California’s unique freight routes and dense traffic environments.
