
Dr. Viktoriia Betina is a senior advisor in energy transition, decarbonization and sustainable transport infrastructure, with 13+ years of international experience across Europe, Asia, Africa, the Middle East and the Americas. Most recently Senior Manager at EY-Parthenon (Berlin), she leads strategy, market-entry and investment work in sustainable fuels (SAF, hydrogen and derivatives, biofuels and e-fuels) and industrial decarbonization, following earlier roles leading mobility, transport and infrastructure programmes at Ramboll, Gauff Rail Engineering and Dornier Consulting.
Her project portfolio spans multimodal corridors (TEN-T, TRACECA, LOGMOS), urban mobility and rail (Rail Baltica, Berlin, Tbilisi, Kyiv Metro, Pavlodar), ports, and hydrogen, SAF infrastructure — delivered for the European Commission, EIB, EBRD, World Bank, ADB, UNDP, KfW, GIZ and USAID, as well as national governments and private investors.
She holds a PhD in Change Management and an MBA, is based in Dubai, and works in English, German, Ukrainian and Russian.
